Cats are walking ecological disasters, and unlike many other predators, cats have the capacity to just kill for the fun of it. I don't think it is a bad idea to put some restrictions on how much free reign a house cat should have. I keep mine strictly indoors for their health, but they are occassionally allowed to go outside. When they do go out, they are always supervised by my boyfriend or myself. It's not that hard.
While I agree that cats belong indoors, I think this idea of leashing them is insanity! My cats never even allowed me to put a leash on to train her...yes they have all been females...and actually almost strangled herself trying to run from it. Try putting leashes on the politicians some time and then ask them how they like it. As for the cat haters of the world...take a flying leap!
My cat would try ripping off my face if I even attempted to put it on a leash. Good thing for me that it is a completely indoor cat! :)
